Storing Subscriber Information

Control changed

Before · SP 800-63C

After · SP 800-63C-4

Whether the account is active or not, the IdP and RP SHALL store personal information in a subscriber account or RP subscriber account using tailored security controls defined in [SP800-53] or an equivalent federal (e.g., [FEDRAMP] ) or industry standard.

When an RP subscriber account can no longer be accessed by a subscriber (e.g., when there are no federated identifiers associated with the account and no alternate means of authentication), the RP SHOULD terminate the RP subscriber account. In particular, if an RP supports account linking (see Sec. 3.8.1 ) or alternative authenticators (see Sec. 3.8.3 ), the RP MAY choose to not terminate the RP subscriber account and instead disable the account and retain necessary information in it.

The IdP and RP SHOULD support the deletion of personal information in the subscriber account and RP subscriber account upon account termination, except when otherwise restricted by regulations, laws, or policies or when the risk of an application deems it essential to retain the subscriber’s information. IdPs and RPs that do not support deletion SHALL provide a statutory or risk-based justification and document it in the trust agreement. For example, the RP could record the federated identifier in access and audit logs that are retained even after the account has been terminated. However, all identity attributes and personal information are removed from the RP’s own storage as the RP no longer needs them for its functions.

When the RP subscriber account is terminated, the RP SHALL remove all subscriber attributes from storage, except when otherwise restricted by regulations, laws, or policies or when the risk of an application deems it essential.
